Immigration & EducationHow is educational leadership influenced by changing demographics? This area of research explores leadership practice in the context of demographic change at a time when the US is experiencing unprecedented growth, dispersal and diversification of its immigrant communities. This work focuses on ‘New Immigrant Destinations’ with little capacity to support growing populations of recent immigrants. In this context, educators must reconceptualize their daily practice to support linguistic, cultural, and racial diversity.

EDUCATION POLICY IN PRACTICE: IMPLEMENTING WIDA FOR ELLS
In collaboration with Erica Turner, University of Wisconsin-Madison, this study explores the adoption and implementation of a set of assessments and standards for ELLs known as WIDA in Massachusetts. This shift to WIDA’s standards, assessments, and professional development has influenced local policies and practices (e.g. district ELL placement and exit procedures, instructional practices, and assessment of English Proficiency for ELLs). Unlike the previous system, WIDA promotes an expanded vision of ELL instruction across subjects and dimensions of language development. Furthermore, WIDA adoption represents a shift from local decision-making to standardized expectations for instruction. This research explores state, district, and school-level implementation, with implications for school leadership and future reform efforts.

EDUCATION IN THE NEW LATINO DIASPORA
Across the country, shifting immigration patterns are rapidly changing the demographics of schools with little recent tradition of educating immigrant students. Although emerging immigrant communities represent a widespread and significant national trend, little is known about the implications of this demographic shift for schools. This study examines education in the context of emerging immigrant communities in Wisconsin through a statewide survey of administrators and educators. Areas of education discussed include human resources and professional capacity, the design and delivery of support services, and the social integration of immigrant students and their families.
